Vaca Muerta and San Juan: Investment Drivers in Energy and Mining for 2025

In 2025, Argentina is preparing to receive significant investments in the hydrocarbons and mining sectors, driven by the Incentive Regime for Large Investments (RIGI). This framework offers fiscal, customs, and exchange rate stability for thirty years, attracting both local and international companies. In the hydrocarbons sector, Vaca Muerta stands out as a key hub of attraction. Pampa Energía has announced a $700 million investment in the Rincón de Aranda block, aiming to reach a production of 18,000 barrels per day in 2025.

Additionally, seven oil companies, including YPF, Pan American Energy, and Shell Argentina, have agreed to build the Vaca Muerta Oil Sur (VMOS) pipeline. This project, spanning 600 kilometers with an estimated investment of $3 billion, aims to transport more than 500,000 barrels per day starting in 2027, boosting the country?s energy exports. Meanwhile, in the mining sector, San Juan is consolidating itself as the only Argentine province hosting investments from the world?s three largest mining companies: BHP, Rio Tinto, and Glencore. BHP has partnered with Lundin to develop the Josemaría and Filo del Sol projects, focused on copper extraction. For its part, Rio Tinto is involved in the Los Azules and Altar deposits, while Glencore is exploring the "El Pachón" project. These investments reflect the growing interest in copper, an essential mineral for the global energy transition.

However, the implementation of the RIGI has raised concerns among environmental organizations, which warn that prioritizing extractive projects without adequately considering the protection of natural resources could lead to community displacement and significant environmental damage. Despite these concerns, the Argentine government projects that investments in hydrocarbons and mining will drive economic development in the coming years. The legal stability and incentives offered aim to position the country as an attractive destination for long-term investments in these strategic sectors.
